The MiCORE Team has successfully demonstrated the capability to develop and deploy application architectures that are customer-focused, provide process- managed service and establish metrics that allow progress to be measured. Our work as a subcontractor at the Army National Guard Bureau (ARNG), Army Information System, Data Management Branch (NGB-AIS-DM). Delivering Enterprise Data Management Strategy Support (June 2010-ongoing) is a great example of relevant past performance.
The mission of the National Guard Bureau, Army Information System, Data Management Branch (NGB-AIS-DM) is to provide headquarters and field operating level information architecture planning, system integration, and program management services for data processing and information management activities within the Army National Guard (ARNG). MiCORE provides wide-ranging support to develop and enhance enterprisewide IT systems through the use of enterprise architecture management and data management services as part of the overall framework for managing ARNG Information Technology (IT) resources. We support our ARNG client by providing strategic services to change their IT management focus from one of independent program- specific disparate systems to partnering to develop enterprise-wide initiatives and resulting systems. We deliver results to help the ARNG leverage IT resources and to improve overall efficiency and effectiveness in meeting their near- and long-term missions.
Our Enterprise Architecture (EA) and Enterprise Data Management (EDM) approach supports the ARNG goals to clarify and optimize the interdependencies and relationship among the business operations providing a deeper understanding of capabilities and the information environment. This concentration on paradigm centers allows the provided architecture services to focus on operational challenges. Many other architecture analysis techniques often fail to bring value to clients because they address stove-piped problems and not the expected process or value streams by stakeholders in the future state. Additionally, our experience and recognized leadership in Service Oriented Architectures (SOA), Net-Centricity/Net-Centric Enterprise Services (NCES), and Information Assurance disciplines facilitates the ARNG initiatives and policies.
Our experiences recognize the cross-task interdependencies that integrate the EA activities and products that are utilized to support decision making for Capital Planning & Investment Management (CPIM), Portfolio Management (PfM), IT program management, and to support domain capabilities. The approach collects a body of core data that supports all the IT planning processes and provides the blueprint for transformation. From an EA perspective, the EA can be viewed as the engine that drives modeling and analysis for performance decisions, PfM, CPIM, and program management. Our methodology is based on several best practices that we have developed and delivered in executing several EA programs. Enterprise Architecture Capabilities and experience ensures not only that the value of EA is well articulated from Day one, but also, enables the ARNG and the operational domains to manage an integrated and operational application EA.
Key to delivering an enterprise solution that adds value is documenting, monitoring and improving the business processes. Our experience shows us that unless a process is clearly defined and understood by all then the value of the process is limited. Team MiCORE has demonstrated our ability to document, monitor and improve existing business processes associated with the application architectures to achieve documented improved efficiency. At the very highest level our five-phase Business Process Management method involves: 1. Documenting the “As-Is” (current) business process; 2. Developing the Model for the current business process; 3. Evaluating the current business process and analyzing proposed improvement areas; 4. Re-engineering the process to the “To-Be” (new) state; 5. Continuous monitoring of the changes made to the process.
Team MiCORE supports the ARNG organization with the development of these perspectives and integrated views to provide greater opportunities for investment management, data sharing, collaboration, reuse and informed decision making. We facilitate and participate in collaborative working sessions with business process owners, stakeholders, and key decision-makers and will take necessary actions to update the tools and reports to automate the improved processes across the enterprise applications.
